O‘zbekiston o‘z hududida koordinatalar xalqaro geodezik tizimlarini qo‘llashni boshlaydi

Bugungi kunda O‘zbekistonda ochiq koordinatalar tizimi mavjud emas. Bu o‘z navbatida yurtimizda kadastr hisobiga olish tizimi va ko‘chmas mulklarga bo‘lgan huquqlarni davlat ro‘yxatidan o‘tkazish, axborot tizimlarini rivojlantirish ishlarida aholiga va tadbirkorlik sub’ektlariga elektron tarzda ochiq hamda sifatli davlat xizmatlari ko‘rsatilishiga qaratilgan milliy geografik axborot tizimini rivojlantirishda qiyinchiliklarni yuzaga keltirar edi. Bugunga qadar O‘zbekiston Respublikasida davlat geodezik koordinatalar tizimi sifatida butun davlatimiz hududini qamrab oladigan 1942 yilgi (SK-42) koordinatalar tizimidan foydalanilib kelingan.
SK-42 tizimi yordamida katta hajmdagi maxfiy hisoblangan geodezik ma’lumot va materiallar yaratishda qo‘llanilgan.
Ochiq koordinatalar tizimini yaratishda SK-42 tizimi ma’lumotlaridan farqli ravishda birlamchi ma’lumotlardan foydalanish zarur. Misol uchun 1984 yil xalqaro geodezik tizimi (WGS-84) ma’lumotlaridan.
Jahonda faqat bitta to‘laqonli xalqaro koordinatalar geotsentrik tizimi – ITRS, shuningdek, WGS-84 xalqaro geodezik tizim mavjud. Ushbu tizimlar ko‘plab xalqaro tashkilotlar tomonidan standart sifatida tan olingan, hamda Google Maps, Yandex Map, TomTom kabi kartografik resurslarda qo‘llaniladi.
Davlatimiz hududida xalqaro koordinatalar geodezik tizimlarini qo‘llash va ochiq foydalanish uchun O‘zbekiston Respublikasi Vazirlar Mahkamasining 2017 yil 26 dekabrda 1020-sonli “O‘zbekiston Respublikasi hududida koordinatalar xalqaro geodeziya tizimlarini qo‘llash va ulardan ochiq foydalanish to‘g‘risida”gi qarori qabul qilindi.
Ushbu qaror milliy geografik axborot tizimi, davlat kadastrlari yagona tizimini yaratish va yuritish, davlat tashkilotlari hamda xususiy foydalanuvchilar uchun ochiq bo‘lgan kadastr xaritalari shuningdek boshqa xaritalarini ishlab chiqarishda geofazoviy ma’lumotlardan foydalanish imkonini beradi. Bu o‘z navbatida, aholi va tadbirkorlik sub’ektlariga kadastr va ko‘chmas mulkni ro‘yxatdan o‘tkazish hamda shu kabi boshqa sohalarda ko‘rsatiladigan davlat xizmatlari, shuningdek elektron xizmatlar sifatini oshirish imkonini beradi.
Ushbu qaror qabul qilinishi oddiy fuqarolar va tadbirkorlik sub’ektlariga nima beradi?
Xususiy kompaniyalar koordinatalar xalqaro geodezik tizimi asosida yaratilgan xaritalar yordamida joylashgan nuqtani aniqlash bilan bog‘liq yangi xizmat turlari, mobil qurilmalar uchun dasturlar yaratishi va bu bilan Google xaritalariga raqobatchi bo‘lishi mumkin. Fuqarolar va tadbirkorlik sub’ektlariga ma’lum bir ko‘chmas mulk ob’ekti haqidagi ochiq kadastr ma’lumotlarini uning joylashgan joyi to‘g‘risidagi ma’lumotlar bilan olish imkonini yaratadi. 

 


 

Today, Uzbekistan has no open coordinate system, which is one of the factors that hamper development of an information system for cadastral registration and state registration of real property rights, as well as the design of the National Geographic Information System, aimed at providing open and quality public services, including e-services, to the population and businesses.

To the present day, Uzbekistan, has been using the coordinate system of 1942 (SC-42) as the state system of geodetic coordinates, which covers the whole territory of the country. The SC-42 system has been used in the creation of a huge amount of geodetic information and materials classified as official secret.

In order to create an open coordinate system, benchmark data (geodetic data to determine the parameters of the coordinate system) that differ from the benchmark data of SC-42 will have to be used, for instance, the World Geodetic System of 1984 (WGS-84).

There is only one comprehensive international geocentric coordinate system – International Terrestrial Reference System (ITRS), and World Geodetic System – WGS-84 (also geocentric), recognized as standard by many international organizations, as well as used by popular cartographic resources, such as Google Maps, Yandex Map, TomTom. In terms of the composition of their parameters, ITRS and WGS-84 are virtually identical.

The Cabinet of Ministers of the Republic of Uzbekistan adopted Decree No. 1022 “On the Application and Open Use of International Geodetic Coordinate Systems on the Territory of the Republic of Uzbekistan” on December 26, 2017, for the application and open use of international geodetic coordinate systems on the territory of the country. The decree was developed and adopted with the support of the World Bank under its framework of assistance to Uzbekistan.

The adoption of the decree will allow using geospatial data to create and maintain a National Information System, a single system of state cadastres, production of cadastral and user maps available to public and private users. This, in turn, will allow improving the quality of public services, including e-services, in the field of cadastre and real property registration, and many other related areas, provided to the public, businesses and government agencies.

What is the benefit from the adoption of the decree to individuals and entrepreneurs?

Private companies will be able to use maps created on the basis of an international coordinate system to create new services, applications for mobile phones that are based on positioning on the ground, and become worthy competitors for Google maps in Uzbekistan. For individuals and entrepreneurs – it enables obtaining open cadastral data with information on the location of a particular land plot or real property.
